Humanitarian Parole Program for Venezuela, Cuba, Nicaragua, and Haiti Temporarily Paused

USCIS is still currently accepting sponsor applications despite the pause in processing, and the program is expected to resume issuing approvals in the coming weeks.

On August 2, 2024, the Department of Homeland Security announced it was temporarily putting on hold the humanitarian parole program for citizens of Venezuela, Cuba, Nicaragua, and Haiti (the “CHNV Parole program”) in order to review its vetting and screening processes for sponsor applications. The CHNV Parole Program was created by the Biden administration to provide a legal pathway for citizens of those four countries to enter the United States legally and discourage illegal border crossings.


In order to qualify for parole, individuals must have a financial sponsor in the United States and meet other criteria. Financial sponsors must have legal status in the United States and have sufficient financial resources to support the person they are sponsoring for the duration of their stay. Sponsors must submit applications online to USCIS and be approved prior to beneficiaries obtaining parole to come to the United States. DHS temporarily paused processing due to reports of fraud in sponsor applications “out of an abundance of caution” while it undertakes a review of financial supporter applications. There have been no issues found or reported related to the screening and vetting of beneficiaries of the program.
